Sztuczna inteligencja – nowy etap rozwoju oprogramowania

Przegląd Krajowych Specjalizacji Przemysłowych prowadzi do wniosku, że przemysł i nauka dostrzegają wagę przełomu technicznego i cywilizacyjnego, jaki związany jest z rozwojem inteligentnego oprogramowania. W dotychczasowej praktyce, trafność wyboru priorytetów cyfryzacji i zdolność ich realizacji przesądzały o skuteczności polityki wzrostu innowacyjności. W roku 2015 obserwatorzy kierunków rozwoju techniki stali się zgodni, że dokonał się przełom naukowo-techniczny w dziedzinie sztucznej inteligencji. To otworzyło drogę do rozwoju oprogramowania adaptacyjnego (samouczącego się, zdolnego samodzielnie doskonalić własny model środowiska pracy i podejmującego decyzję w oparciu o statystyczną metodykę badania otoczenia). Od początku 2016 roku obserwujemy erupcję komunikatów o spektakularnych osiągnięciach w szerokim zakresie praktycznych zastosowań. Temat sztucznej inteligencji jest głównym tematem tego panelu, jak też jest elementem wszystkich dyskusji prowadzonych w ramach 9 FG TIME. Prosimy wszystkich uczestników panelu dyskusyjnego z zapoznaniem się z opracowaniem przygotowanym przez KIGEiT pt.Innowacyjna Cyfryzacja[1]”. Jego treść stanowi uzasadnienie dla tezy głównej niniejszego panelu.

Teza główna panelu

Umiejętność gospodarczego wykorzystania techniki sztucznej inteligencji zdecyduje o sukcesie i przewadze konkurencyjnej pracowników, firm, organizacji, państw i społeczeństw.

Opis problemu

Przyjmując, że sztuczna inteligencja to wymiatająca innowacja o epokowym znaczeniu, organizacje przedsiębiorstw przemysłu cyfrowego (KIGEiT i PIIiT) otwierają dyskusję na temat polityki, priorytetów i praktycznych działań, które pozwolą Polsce zająć miejsce wśród liderów tego nowego nurtu rozwoju cywilizacyjnego. W pozostałych 7-i panelach omawiamy szczegółowo główne kierunki działań:

  • infrastruktura szerokopasmowa,
  • motoryzacja elektryczna, które wejdzie do praktyki wraz z autonomicznością pojazdów,
  • powszechne bezpieczeństwo cyfrowe,
  • współuczestnictwo w budowie jednolitego europejskiego rynku cyfrowego w sposób dopasowany do wyzwań przyszłości,
  • zmiany prawne niezbędne dla dostosowania edukacji, przemysłu, usług oraz organizacji życia społecznego do pracy i życia w nowym środowisku technicznym,
  • przygotowanie infrastruktury Big Data czyli infrastruktury gromadzenia oraz przetwarzania danych, informacji i wiedzy istotnych dla funkcjonowania społeczeństwa wiedzy,
  • reforma organizacyjna i technologiczna służby zdrowia.

Przedmiotem tego panelu jest określenie działań rozwojowych, edukacyjnych i prawnych, które pozwolą na uruchomienie odpowiednio szybkiego rozwoju w powyższych siedmiu obszarach. Dotychczasowe doświadczenia wskazują, że łatwiej jest przystosować się do zmian ewolucyjnych niż rewolucyjnych. Istnieje wiele przesłanek do przyjęcia, że tempo zmian może być jeszcze szybsze niż w epoce cyfryzacji. Będą wymuszane przez postęp techniczny, a koszty wdrożenia nowej technologii mogą nie być naturalnym ograniczeniem tempa. O sukcesie w większym stopniu zdecyduje wybór odpowiedniego tempa zmian w organizacji życia społecznego i budowie infrastruktury. Powszechna świadomość wartości gospodarczej sztucznej inteligencji wyzwoliła maksymalny wysiłek konstrukcyjno-wdrożeniowy. Tym razem ogranicznikiem będzie bariera systemu edukacji i kształcenia. Pozycja w rankingu innowacyjnych gospodarek zależeć będzie od kompetencji i wielkości kapitału społecznego.

Artificial Intelligence - evolution or revolution?

Artificial intelligence – a new stage of software development

A overview of National Industrial Specializations leads to the conclusion that industry and science recognize the importance of technological and civilization breakthrough that are associated with the development of intelligent software. In current practice, right choice of priorities for the digitization process and the ability to implement them were the factors driving the effectiveness of policy for innovation growth. In 2015, observers of directions of development of technology agreed that a scientific and technological breakthrough in the field of artificial intelligence took place. This opened the way for the development of adaptive software (self-learning, able to independently improve its own model of working environment and making decisions on the basis of statistical methodology-related environment analysis). From the beginning of 2016, we have been witnessing an eruption of information on spectacular achievements in a wide range of domains related to practical applications. The main subject of the discussion will be AI, yet it will appear in all the discussions conducted within the frames of the 9th Economic Forum TIME. We ask all the participants of the discussion to read a compilation prepared by KIGEiT and entitled:  Innovative Digitization[1]. The content of the compilation justifies the main thesis of this panel.

Main thesis of the discussion
Ability to use artificial intelligence technology for economy purposes will decide on the success and competitive advantage of employees, companies, organizations, countries and societies.

Description of the issue

Assuming that artificial intelligence is a breakthrough innovation of epochal significance, organizations for digital industry enterprises (KIGEiT and PIIiT) want to engage into a discussion on politics, priorities and practical actions that allow Poland to take place among the leaders of this new trend of the civilization development. Each of the remaining 7 discussions will be dedicated to a detailed analysis of the main lines of action:

  • Broadband infrastructure,
  • Co-participation in the creation of the European Digital Single Market in a way that will help to face the challenges brought by the future
  • Organisational and technological reform of the healthcare system

The subject of this discussion will be to determine development. educational and legal activities that will make it possible boost the pace of development in the aforementioned seven areas.

Previously gathered experience proves that it is easier to adjust to evolutionary than to revolutionary changes. There are many reasons to believe that the pace of change may be even faster than in the era of digitalization. They will be enforced by technological advances, and the costs of implementing new technology may not be a natural limitation to the pace of development. The success will be determined mainly by determination of a suitable pace of change in the organization of social life and the construction of infrastructure. Public awareness of the economic value of artificial intelligence translated into great involvement in construction and implementation activities. This time, the only barrier will be the system of education and training. Country’s position in the ranking of innovative economies will depend on the competence and size of social capital.

The questions posed by the moderator will likely revolve around the following issues:

  • Current and future range of applications of artificial intelligence,
  • Forecasts regarding development trends and the rate at which products / machines with artificial intelligence will become universally used.
  • Business models that will be able to use human capital freed by the universal automation of production and services.
  • The shape of the labor market in times of Industry 4.0.
  • Reorganization of the innovation system, adapting the scale and direction of intervention to new needs and opportunities.
  • An education and training system of the society of knowledge taking into account that the productivity of each work station can be increased 10 or even 100 times as compared to the current state of matters and that the vast majority of the current types of jobs will be marginalized.
